HSE Recruitment are working exclusively with a high risk manufacturing business with a deep rooted heritage in the Norwich area, to find them a HSE Manager to support and lead the site with continuous improvement of safety standards and culture.

The role will report into the Head of HSEQ and manage a team of 6 on site. This role will bridge the gap between the head of, whose role spans more than just HSE and sits on the senior leadership team and the staff, offering the opportunity to shape the strategy of the site but also being hands on and visible in an operational capacity.

The site has around 260 staff and is an Upper Tier COMAH site, manufacturing chemicals for large blue-chip clients. Overall the site is in a good place but you can always be doing more and there is that desire to keep improving especially in proactive management of safety and culture development.


Responsibilities:

• Support the Head of QHSE in the development of short, medium and long-term risk reduction strategies for the business in line with the commercial ambition, vision and values of the organisation.
• Promote safe behaviours and visible safety leadership across the organisation at all levels.
• Lead the Company’s HSE team to ensure effective management systems, policies and procedures are in place and understood by all those involved in delivering compliance and/or applying risk controls commensurate with the activities of the business.
• Provide support, training, advice, coaching to accelerate and transfer knowledge to enable the right choices to be made.
• To champion accident / incident prevention and loss control programmes that maintain safety and environment protection as a fundamental priority that remains foremost in the mind of the sites population and reflect in their behaviour.
• Ensure major accident Hazard scenarios and associated critical controls are fully understood throughout the organisation and make sure you maintains a trained and competent emergency response organisation and arrangements to meet the obligations under COMAH relating to onsite and offsite emergency preparedness and response.
• Ensure process safety and risk reduction reviews are routinely carried out on all relevant activities.
• Ensuring that environmental and quality management systems comply with the requirements of BS EN ISO 14001 and BS EN ISO 9001 respectively.
• Act as the focal point for a number of external stakeholders including the Health and Safety Executive (HSEx), and Environment Agency (EA)


What we are looking for:

• Diploma or Degree level qualified in H&S (able to be CMIOSH but it doesn’t necessarily have to have it)
• A scientific or engineering qualification would be beneficial but not essential
• Good understanding of process safety and COMAH regulations
• Experience working on a COMAH site would be advantageous but experience in other high risk sectors will be considered such as general manufacturing (chemical, fmcg, pharma), oil& gas, engineering, construction etc.
• Experience managing a team
• Experience developing culture of a business and improving safety at a leadership level.
• Someone creative and inquisitive, who will probe and delve into the site and identify areas for improvements and come up with new ideas
• Strong technical knowledge but able to articulate that in a way that people understand, working with the engineering and ops teams to come up with solutions everyone is happy with
• Able to communicate at all levels


Salary on offer is between £58-65,000 + Package which includes 25 days annual leave + BH, Private , on site health care, personal pension, non-contractual bonus, life assurance, family friendly working policies, training and development, cycle to work.
