As our Head of Health Safety & Security you will: 

Ensure the port meets the necessary health, safety and security legislative obligations, develop strategic plan to drive continuous improvement in health, safety and security throughout the port 

Develop, successfully achieve and maintain a positive health and safety culture throughout the whole organisation 

Develop the Port of Milford Haven to achieve its goal of being THE Port’s Industry leader in Health, Safety & Security 

Demonstrate and promote the Port of Milford Haven leadership culture and values 

Provide advice, support and guidance to Manager’s on all matters of legal compliance regarding health, safety & security 

Act as the key advisor for Health & Safety to the Board, CEO, Directors and SMT 

PRINCIPAL RESPONSIBILTIES 

Develop external networks to stay abreast of best practise and performance benchmarking to ensure the Port of Milford Haven is a leader in HS&S implementation on shore and on water  

Continually assess the status of Health, Safety and Security across the Port, identifying gaps for improvement, developing and implementing strategic plan to address identified gaps / opportunities 

In conjunction with the Quality Manager develop health and safety management system for all departments and employees to follow to maintain a safe workplace which is compliant with ISO45001 

Understand the application of the Health and Safety at Work, etc. Act 1974, ISPS (International Ship and Port Facility Security Code), Port Security Regulations, Port Marine Safety Code (PMSC) and other legislation relevant to the Ports business 

Keep up to date with changes in current legislation incorporating any relevant new legislation into health, safety and security policy and supporting managers with any changes to maintain a safe work place 

Oversee the Health and safety policy and the Port security plans in accordance with HSE and ISPS requirements 

Interact with external Health, Safety and Security agencies / authorities such as HSE, MAIB, MCA, CPNI, UKBF, DEFRA, OP PROTECT, Local Police, LRF & All Wales Portal Group as required 

Develop, manage and coordinate audit programme to ensure identification of hazards and compliance with management systems, including contractors 

Ensure that all risk assessments as required by legislation are conducted, reviewed at relevant intervals, and are fully implemented providing recommendations on control measures 

Develop, manage and coordinate the reporting systems and investigations into all health, safety and security accidents and near-miss incidents  

Design and facilitate the implementation of health, safety and security training to meet legislation, Approved Codes of Practise, Safety in Port Guidance, HSE guidance and ensure currency is maintained by all relevant staff 

Inform the Health and Safety Executive (HSE) of all accidents, incidents and cases of ill-health that meet the requirements of RIDDOR 2013 and support the risk team with insurance claims as required  

Manage critical incident / emergency response procedures, emergency plans and develop and lead emergency response exercises to demonstrate readiness 

To develop and implement Fire Risk Management Strategies and provide Fire Safety advice to all levels of staff and management in discharging their responsibilities 

Conduct and lead regular Health and Safety management meetings 

Hold position of Port Security Officer managing the Port Security Plan through regular Port Security Authority meetings 

With Port Security Authority input lead development and maintenance of Port Security Risk Assessment and Plan 

Proactively engage with employees to understand safety concerns facilitating their resolution 

Report to the SMT on health, safety and security management system sharing statistics, compliance and identifying areas for improvement 

Design and facilitate the implementation health surveillance program to meet legislation  

Direct CCTV operation, maintenance and enhancements 

Immediately contact the CEO or Director of Operations if situations are found, that in the opinion of the Safety Manager, require immediate rectification or the stopping of any operation  

Coach the HS&S team developing their behavioural and technical competency skills, building a strong team of operational enablers  

PERSON SPECIFICATION 

Essential: 

Industry recognised qualification such as NVQ level 5 diploma in Occupational Health & Safety, NEBOSH level 6 diploma in Occupational Health & Safety 

Chartered Health and Safety Practitioner (CMIOSH) 

Proven management experience in Health and Safety, including Operations experience 

Thorough knowledge and understanding of all legislative requirements relating to occupational health, safety, and reasonable knowledge of security   

Proven experience of working in a health & safety role at a similar level and developing a positive Safety Culture having the ability to positively engage and influence all members of the organisation, from Board level down, through effective communication and consultation 

Excellent written and verbal communication and influencing skills in order to work with, provide advice to, train and promote excellence in Health, Safety and Security 

Excellent knowledge of data analysis and risk assessment 

Ability to manage priorities; plan and work under pressure to meet deadlines 

Call out requirement 

Desirable: 

Previous Port and / or Maritime experience  

Experience of planning and maintaining facility security and must be capable of being vetted and authorised as a Port Security Officer 

Experience of maintaining or reaching externally audited management standards such as ISO 45001 

Construction industry experience and CDM 2015 

Degree in an Engineering discipline (or other related discipline) 

Knowledge of process improvement methodologies such as 6 sigma
