The Safety, Health and Environment National Authority (SHENA) is a statutory body which was established on 6 October 2018 by the Safety, Health and Environment National Authority Order, 2018 (SHENA Order, 2018). As the national authority to oversee workplace safety, health and environment and radiation matters, SHENA is mandated to enforce the Workplace Safety and Health Order, 2009 (WSHO, 2009) and the Radiation Protection Order, 2018 (RPO, 2018).

 

To help us make Brunei a safe place to work and live, SHENA invites suitable and competent candidates to join its team as:

 


KEY RESPONSIBILITIES

  • Responsible and accountable for the day to day operations of SHENA.

     

    Reports to the Authority and maintains open communication with the Minister in Charge.

     

    Ensure all financial matters of SHENA are governed in accordance with the Safety, Health and Environment National Authority Order, 2018 and all relevant regulatory requirements and financial standards. The financial matters shall be fully informed to the Authority and Minister in Charge on a timely and regular basis.

     

    Develop strategic and business plans including updating and making changes as required and to be agreed by the Authority and the Minister in Charge. The involvement of the Authority in the early stages of developing strategy is to be included.

     

    Managing the organisation to ensure the strategic and business plans are effectively implemented. The results are monitored and reported to the Authority and maintains open communication with the Minister in Charge.

     

    Provides assurance to the Government, that risks in all workplaces, factories and premises as well as risk in radiation activities are adequately managed by those who create the risk.

     

    Provides leadership and management to ensure the realisation of the objectives of SHENA and to ensure such objectives are aligned with the organisation’s vision, mission and values.

     

    To interface with senior levels within the Government and across sector, and to steer the organisation’s proactive and reactive engagements with all the relevant stakeholders. Ensuring effective communications and appropriate leaderships are maintained with all the relevant stakeholders.

     

    Develop and maintain strategic communications plan to promote SHE and Radiation in relation to its performance and impact. The CEO shall represent SHENA at community activities to enhance the organisation’s community profile.

     

    Develop and maintain a sound, effective organisational structure, and ensure capable management succession, progressive employee training and development programmes.

     


 

JOB REQUIREMENTS AND KEY COMPETENCIES

 

 

  • Ideally a minimum of 20 years of proven and relevant senior management experience;

     

    A Bachelor’s degree in related field as a minimum;

     

    Recognised safety, health and environment qualification and certification is mandatory;

     

    Knowledge of current community challenges and opportunities relating to the vision and mission of SHENA;

     

    In depth knowledge of organisational governance, financial management and performance management principles;

     

    Good understanding of SHE and Radiation management principles;

     

    Excellent interpersonal, communication and leadership skills; and

     

    Fluent in both written and spoken English. Working knowledge of Malay would be an advantage.
